espionage bug?

i have encounter several times of this

i send a few espionage probes, usually 5 to spy on a player with 0% counter against me

but i got no report back but resources and recent activity..

is it a bug?

It means that their espionage level is higher than yours and you did not send enough probes to compensate, so you could only gather data up to Activity.
Counter-espionage depends on the number of espionage probes they have docked at the planet.

Whats your esp lvl at?

lv4 coz i am focusing on other areas of research...

i feel strange coz i sent 5 probes the report says 0% counter (which means at least a low espionage lv from opponents) and the player is ranked around me( so there is a slim chance tat 5 probes cant see anything) i will try more today
